About the program
The Enable Grants Program supports non-government organisations (NGOs) to provide energy efficiency advice and activities that will help reduce energy bills for Queenslanders experiencing vulnerability.
The aims of the program are to:
- improve energy efficiency to help vulnerable households manage their energy use and reduce their electricity bills
- improve energy literacy of vulnerable households so they can better navigate energy matters
- build capacity for NGOs to reach vulnerable households
- share benefits with all Queenslanders as part of the transition to renewable energy.
Funding for NGOs
NGOs with existing capability and established relationships with vulnerable Queenslanders had the opportunity to apply for a grant of either:
- $500,000 to $1 million for large projects that could include home energy visits and/or partnerships with smaller organisations
or
- $50,000 to $500,000 to deliver small-to-medium-sized projects, for example, developing energy efficiency resources.

Project name: Energy4Seniors
Project category: Large
Amount: $1,000,000 (excluding GST)
About the project
Energy4Seniors is a ‘train the trainer’ project where older people receive training to become Energy Champions.
These Energy Champions will then provide energy efficiency information to other seniors in their communities. They will host community engagement sessions on a range of energy-related topics to inform and support vulnerable older Queenslanders.
Session topics include:
- energy concessions, rebates and support
- energy efficiency behaviours
- understanding smart meters, tariffs and bills
- implementing energy plans.
Project name: Empowering Energy Efficiency for Vision Impaired Queenslanders
Project category: Small to medium
Amount: $381,700 (excluding GST)
About the project
The Empowering Energy Efficiency for Vision Impaired Queenslanders project aims to make energy efficiency choices accessible to vision impaired people.
By providing encouragement, support and information, those who are vision impaired will be empowered to make the best energy efficiency choices for themselves and their households.
Guide Dogs Queensland will share energy efficiency information in a number of ways including:
- face-to-face presentations (for individuals and small groups)
- phone consultations
- content shared on a dedicated microsite
- braille literature
- large print materials.
Project name: Yarnin' Energy
Project category: Large
Amount: $965,000 (excluding GST)
About the project
The Yarnin' Energy project team will provide training and support to individuals and groups of Aboriginal and Torres Strait Islander energy consumers.
The project aims to increase energy literacy and efficiency in these communities through:
- educational workshops
- one-on-one and household energy mentoring
- social media campaigns
- ‘Yarnin’ Energy Day’ promotional events.
Key topics covered will include:
- how to increase energy efficiency
- understanding energy regulations
- how to access energy rebates
- how to manage energy bill blowouts
- how to make a hardship arrangement.
Project name: Smart Energy Academy School Outreach
Project category: Large
Amount: $795,519 (excluding GST)
About the project
Metro Arts Ltd has partnered with the National Theatre for Children to deliver the Smart Energy Academy School Outreach project.
The aim of the project is to help school children and their families improve their energy literacy and promote positive energy efficiency behaviours.
The project will specifically target lower socio-economic, and culturally and linguistically diverse families and households.
Professional actor-educators will perform fun, interactive, age-appropriate shows about energy efficiency for children in schools. They will provide educational kits for them to take home to support energy efficiency in their households.
Energy efficiency literacy material will also be provided to teachers to include in the school curriculum, to support student’s learning.
Project name: Charge-up!
Project category: Large
Amount: $937,001 (excluding GST)
About the project
The Charge Up! project aims to provide households with better access to essential information on their energy usage and how to navigate the energy system.
The Queensland Council of Social Service will partner with Neighbourhood Centres Queensland to realise this project.
Working together, they will set up and implement a complete energy training program. This program will build the capacity of neighbourhood centres and community organisations to directly reach and educate vulnerable households.
A ‘train-the-trainer’ component of the program aims to help the broader community services sector to find ways to:
- save energy
- reduce energy costs
- create more energy awareness.
Project name: Bright Sparks
Project category: Small to medium
Amount: $499,000 (excluding GST)
About the project
The Bright Sparks project aims to enhance the skills, knowledge and confidence of people with disability around energy usage, pricing and contracts.
To achieve this, the project team will develop a suite of educational tools and resources and provide:
- face-to-face workshops across Queensland for people with disability
- one-on-one in-home consultations
- workshops for community organisations.
Project name: EmPowering Renters
Project category: Large
Amount: $999,676 (excluding GST)
About the project
The EmPowering Renters project aims to provide people who rent their homes with access to information and resources to:
- improve energy efficiency in their homes
- live more comfortably and affordably
- reduce emissions
- support climate resilience.
A ‘train-the-trainer’ approach will be used where EmPowering Renters team members are trained on energy literacy and then they train community sector workers.
Tenants Queensland will help tenants to build their energy literacy and manage their energy usage by:
- running energy literacy workshops
- providing accessible information and materials
- doing home energy audits.
Project name: BATSICCHA Energy Efficiency, Literacy and Capacity Building Project
Project category: Small to medium
Amount: $136,400 (excluding GST)
About the project
The BATSICCHA Energy Efficiency, Literacy and Capacity Building project is a pilot that aims to increase energy literacy and efficiency skills among:
- vulnerable Aboriginal and Torres Strait Islander community members
- social housing tenants and households.
The project team will trial a mix of easy-to-understand, practical activities, develop educational material and resources and provide in-home education, advice and support to meet their goals.
